Ho Chi Minh City Implements Party Leader’s Directive: Resolving Pending Cases with Determination

Ho Chi Minh City is moving swiftly to implement the directive of the Party General Secretary on internal affairs, anti-corruption, waste prevention, and judicial reform. The city has set a clear target: by the end of the 13th Party Congress term, there must be no unresolved or lingering cases.

The Chairman of the People’s Committee has instructed all departments, agencies, and local governments across districts and Thu Duc City to thoroughly review and decisively handle unfinished inspection, audit, and investigation conclusions as well as ongoing court cases. This effort is intended to uphold the rule of law and prevent long-standing issues from eroding public trust.

Beyond addressing existing cases, the city is also carrying out a series of comprehensive measures:

  • Proposing and adopting new mechanisms and policies to strengthen governance in internal affairs and anti-corruption efforts.

  • Accelerating judicial reform to ensure that cases and lawsuits are processed promptly and in accordance with legal regulations.

  • Restructuring and streamlining the administrative apparatus to eliminate overlap and improve efficiency.

The directive further requires that once administrative units are reorganized, close monitoring must be conducted to ensure smooth operations without disruption. The management and use of public assets must also be strictly controlled both before and after restructuring to prevent mismanagement and waste.

A strong emphasis has been placed on tackling stalled and inefficient projects. Major works that have been delayed will be subject to review and concrete solutions so they can be completed and put into use, generating economic and social benefits while minimizing resource waste.

At the same time, the city is prioritizing human resource quality. Personnel planning and selection, especially for key positions at upcoming Party congresses at all levels, must adhere to the standards set by the Politburo’s Directive 45. Building a competent and clean team of officials is considered essential to ensure the success of anti-corruption and governance reforms.

With a high level of political determination, Ho Chi Minh City is working toward a clean, effective, and accountable government apparatus. The city aims to create solid foundations for sustainable development while strengthening public confidence in the fight against corruption and misconduct.
