For Con Dao District, the policy applies to households with less than 15 m² of living space per person. The regulation, effective until May 31, 2030, was recently issued by the HCMC People’s Committee, which tasked the Department of Construction with coordinating relevant agencies and developers to guide, review, and oversee implementation.
Eligible groups include low-income earners, poor and near-poor households in urban areas, industrial workers, civil servants, public employees, members of the armed forces, people with meritorious service, individuals returning public housing, students, and households displaced by land recovery without resettlement. Applicants must also meet income thresholds—currently capped at 15 million VND per month for individuals or 30 million VND per month for couples—and either have no home or live in housing with an average of less than 10 m² per person. Each person may only benefit from the program once.
Following HCMC’s recent merger with Binh Duong and Ba Ria–Vung Tau, the city now spans over 6,700 km², making commuting distances for many workers significantly longer. Alongside social housing support, the city also provides rental subsidies for government staff working far from home, ranging from 4.8 million to 10.4 million VND per month, depending on their official allowance level.
