In early October 2025, the HCMC People’s Committee released its third list of projects eligible for foreign ownership, including 23 additional developments. This follows two earlier announcements — the first on June 30 with 17 projects, and the second in August with 48 projects approved for sale to foreign buyers.
These projects are primarily located in Hiệp Bình, Cát Lái, Tân Mỹ, Tân Hưng, An Khánh, Thạnh Mỹ Lợi, Long Trường, Dĩ An, and Nhà Bè, among other wards and communes.
Under Vietnamese law, the following entities are permitted to own housing in Vietnam:
Foreign-invested enterprises developing housing projects in accordance with Vietnamese law.
Foreign-invested organizations, including branches, representative offices, investment funds, and foreign bank branches operating in Vietnam.
Foreign individuals who are legally allowed to enter Vietnam.

Phú Long Complex High-Rise Project (Zones 15A2 & 15B), developed by Phú Long Corporation.
Tân Thắng Sports and Residential Complex, developed by Gamuda Land JSC.
Vạn Phúc Residential Areas 1, 2, and 3, developed by Vạn Phúc Real Estate Investment JSC.
Vạn Xuân High-Rise Apartment Project in Linh Xuân, developed by Vạn Xuân Bình Dương JSC.
Sóng Việt Complex in An Khánh, developed by Quốc Lộc Phát JSC.
