Practical models to serve the people

In Hải Phòng, local authorities have piloted creative initiatives to simplify procedures. At An Phong ward, a Zalo community group offers online Q&A and consultation on administrative services. Within two months, it assisted more than 1,000 cases, reducing in-person visits and easing document processing.

An Khánh ward and An Thành commune introduced “No Writing Day,” where officials complete paperwork on behalf of citizens, except for legally restricted procedures. In Lê Chân ward and several communes, youth volunteers and staff guide residents from the entrance, ensuring quicker and friendlier services.

At Hải An ward, despite heavy workloads in July, authorities issued 266 directives, organized storm preparedness, and maintained communication with neighborhoods through Zalo groups. These measures kept public order stable, secured revenue collection, and strengthened citizen trust.

Tackling bottlenecks with flexibility

The Hải Phòng Public Administration Service Center cut at least 50% of processing time and shifted to electronic workflows. Zalo groups connect 114 units across the city, enabling real-time instructions and professional support. The city consistently ranks among the top nationwide in online public service performance.

To optimize resources, authorities prioritized reusing existing facilities when merging offices, minimizing new spending while maintaining operations. In communes like Gia Lộc, Party committees diversified outreach through media, social networks, and grassroots campaigns, ensuring policies reached citizens promptly.

Creativity as the key

These efforts highlight a fundamental shift from “government management” to “government service.” Innovation and proactive leadership at the Party committee level have proven decisive in building trust and improving efficiency.

Looking ahead, expanding successful models and fostering creativity will be essential to ensure the two-tier system truly enhances governance capacity and delivers better services for the people.
